The silvered rune badge is a HJ Proficiency Award. The golden badge appears to be a DRL (Deutscher Reichsbundfür Leibsübungen) Sports badge.

According to some "Experts" on Waffen SS Insignia, metal SS collar tabs never existed. They are Wrong. In the 15th and 19th SS Latvian divisions, it was pretty common. I have over 45 photos of guys with metal SS runes on their collar tabs and not from the same group or time. Here are a few examples
