The signature is from Wilhelm Reinhardt (1869-1955), Inf General (ret), SS-Gruppenführer (later SS-Obergruppenführer) and Reichskriegerführer.

Not a lot. These portrait photos are common and are hanging around on auction sites for quite some time. There's one almost identical to yours on auction right now for a reserve of 85Euros and it's been there for several weeks without any bids.
