Maybe Walther Darre requested the publication of the photo seeing that he was Reichsminister of nutrition and agriculture at the time.
Would publication in a newsletter as opposed to a magazine, newspaper or book be considered to be a press photo?

I am convinced that this foto was originally intended to be a private photo documenting an important meeting or social event (attended by Himmler and Dare). However, it was published and probably produced in more copies for other publications (if they so requested). It's also possible that the whole series was made as sort of gift-foto-grouping and then given to all who attended this event. Therefore, a professional photographer was used. So, it is not a press-photo, but since it was published by a publication, it would not be considered a private photo either. I am only speculating here!
Was not Arnold involved in the Württemberg government?
