                  I think it reads "Zuphten". Whichever the case, the place is actually called Zutphen (trust this Dutchman ).

                              I found the location of this photo but it took me a while. It was taken in the Prijssestraat (old spelling Prijsschestraat) in the town of Culemborg. This page I found (about dog carts, of all things) shows an old postcard of the same street, note the large building on the right and the building to its right, also visible in the background of Jazz's photo:

                              The same street today has changed unrecognisably, unfortunately:
