Either that, or maybe "Frw. Legion Norwegen"?

(There were only three cuffbands starting with "Frw. Legion": "Frw. Legion Flandern, "Frw. Legion Niederlande" and "Frw. Legion Norwegen". Since the first letter of the third word appears to be an "N", it can only be "Niederlande" or "Norwegen")
