Seis Inquart, and spanien kreuz!

Is this man on the right Seis Inquart???

And the man on the left with the spanien kreuz...is wearing a black collar tab, is he SD?

Pictures of Seyss-Inquart are quite common. As Reichskommissar for the Netherlands he was a well photographed man.
The SS officer at left is more likely to be a RSD man than SD. His face (from that angle) is not known to me.

But whats the differance between SD and RSD?

SD = Sicherheitsdienst (Security Service). Party organisation.
RSD = Reichssicherheitsdienst (National Security Service). Responsible for the personal security of senior figures in the Government at home and abroad.

Max I agree, pics of seys-inquart are very common. Here is one of seys-inquart and rauter taken during an exercise in Holland. As a matter of interest i also included the back of this particular photo.
