Problem!

i have an award document which were signed by an Oberst .the article as follow


the man who got the IC2 was a Gefreiten in 94th infantry regiment in 1st Feb.1942
but the commander who signed this doc might be an officer of 96th infantry regiment
(94 & 96 infantry regiments are all belong to 32nd infantry division.and the signer i guess that is Ilgen----commander of 96th inf.reg.)

this doc makes me confuse
who can help me to deal with this problem

perhaps,it is one of reasonable explaination.

but why not the signer was the commander of 94 inf.reg.? busy too?
