Yes an Oberst could, but it's not so much to do with the rank but the authority, for example a divisional commander.

Yes, in this case the Oberst signed on behalf of someone (I.V.)...I assume the Div Commander. By my records, this Regiment was part of the 32nd Inf. Div, so the stamp should be that of the Div HQ

I(n). V(etretung). The document was signed at the Divisional level by a representative of the Div Commander who happened to be an Oberst...a Deputy or Chief of Staff etc.
