I think every collector of schirmutze can confirm to you that the eagle on these hats was quite fragile. It may be that it is broken and has not had time to replace.
Here's another example from an old photo of my collection, in this case they broke the Eagle pins...

I agree that the missing hakenkreuz on the cap eagle is due to it being broken off and not replaced. The only other reason I could think of is a POW but I do not think that is the case in the photos shown.
