I believe the other way around, a former KM sailor who is now a Luftwaffe Flak soldier (in Luftwaffe tropical tunic with LW tropical straps).

You are right! I took a closer look and it does appear that he is LW Flak...Belt buckle appears to be LW and a partial glimpse of what may be his LW Flakartillery service patch on his sleeve. Thanks for the correction
