Enveloppe Kommandanten Von Gross-Paris

Hi guys,
I have a question about this enveloppe. Something is not right to me.
The term Gross-Paris appears in march 1941, at that time, the commandant is no longer in hotel Continental..
First it is send in january 1942 to KOMMANDANTEN von gross-paris, so to "all" the commandant von gross-pairs, but to me there is only one right?
Second, the hotel Continental might be a service of the commandant von gross-Paris but why sending a letter for him there when he stays ay hotel Meurice or that main services or at the kommandantur place de l'Opéra?

It certainly looks good. Certainly no reason to fake it. Maybe the sender was given the wrong address or didn't know it changed,. The postal clerks would just route it to the correct address for such a well known office.
