Wehrpass entry both silver & bronze ISA

Hi,
this looks like a page that has been pasted into a Wehrpass and later removed, interestingly he looks to have been awarded a Silver and Bronze IAB, would he have been able to wear both versions of the badge? Looks however to be complete rubbish....
