I found one Ober-Wachtmeister KIA but cannot say if this guy is that one you are looking for. But he is the only police man with this name I found in the Volksbund list.

Yes, this is definitely the right person.
On death card is the place of birth Stallwang. Maybe that was a small administrative error by Volksbund about the place of birth (true is that both places are close to each other).
Everything else matches the information that you have provided.

Any info about burial place?
