U-Boot Pin ?

I saw this Picture in a german forum
It shows an U-Boat Badge
and over this a little Pin

Someone an idea for what this Pin is ?

the U-Boat badge appears to be of the Schickle/Pfortzheim type,from what i can see ?

In regards to the pin,i have no idea.It could be a U-Boat traditions badge that was normally worn on the cap,but in this case the recipent wore it on his tunic??

Sorry,i have no other explanation but perhaps other members here can provide more positive information ?

It looks something like Austro-Hungarian "Flottenverein" pin, maybe, but I haven't seen that variant. Yesterday I saw one with straight flag, but forgot to save it for a reference, though.
