Al posted a nice U boat badge; any ideas as to the maker of mine?

I have not seen another badge like this one before; the skinny eagle is common to a couple of makers but this one is different and the reverse set up doesn't match with those makers. The thing that concerns me is the number of 'feathers' on the outer wings, every example I have seen have four horizontal feathers or lines extending out while yours has five or even six if you consider the top edge.
