Coastal Art Maker??

Hi guys
I am trying to find out who the maker of this badge is? I have looked in all of the photos I have and have not been able to find one like it. I have two of these (this one is on estand).

i could not find one like it either.I guess it will have to go in the "maker unknown" category? Maybe someone else can ID it.
