Opinions on an unmarked U-boat Badge

Hello again, I have another badge I would like the forums opinion on.

It is an unmarked U-Boat Badge, and want to know if its a French made one and if it is real. I had heard that the heart shaped chest on the Eagle indicates its French made. There is the remains of a gold gilt on it.
