Is the Panzerschreck considered a handheld weapon and would a soldier that knocks out a tank with one be awarded the Tank Destruction Badge?

Yes, this is also mentioned in the book tank killers from Bender Pub.

As heinrich66 told, yes, the panzerschreck is considered a handheld weapon, and so when a soldier destroy a tank using it he was awarded with this badge.
