Well based upon the wear on the left wing top this looks like a nice buntmetal BH Mayer / F&R design GAB. Just one question: does the hinge have a base?

No, it is a different design, but made to resemble it. Some definitely (with different setups than yours), but possibly all GABs of this design might be fakes. Currently under investigation.
