I think he means second last. Which would be the correct postion for the WW on this bar.

Either way there are plenty examples of medal bars with the campaign awards before and after the LS awards. Order of precedence can not alone be used to determine authenticity of a bar. The medal bar should be evaluated using the "whole concept": construction, matching condition of ribbons/medals, order of precedence, believability etc.

All of these bars appear to be made by the same hand (not very nice on the reverse construction), as such I would stay away from them.
