Wehrmacht Award, Promotion Dated 1936 Bronze

Hello all I am wondering if anyone has riun across anything like this before. I picked it up recently from a guy in Germany. It is made of bronze and is quite heavy. It measures about 6 inches by 3 inches. It has some writing in German on the bottom and from what the guy I got it from says "To our dear comrade to the appointment of Lieutenant
Mr. Lubbert." It has a date looks like maybe June then 24, 1936. Any thoughts or a translation of what it says? Thanks!

Never seen such version but this form of a gift for usually a commander of their unit was quite common!
