What ribbon bar device????

Need help to identify the device on the EK ribbon of this bar.

Looks like it is trying to be an Honor Roll mini device for the ribbon bar. Don't believe I have ever seen any Honor Roll minis on the ribbon bars though. It looks very bright, does it glow under UV?

Didn't think to check it with the light, but I just did. Yep, it glows!
But only that bar. The rest don't. Must have been a later add on.
My friend who gave it to me to have it checked will be disappointed, for sure.

Yep, Honor Roll is what it's trying to be & with a horrible looking device too.

its a bad one - but aren't these devices used for one of the social wellfare decorations (i remember something in my mind, that rick has one of those)
