Order of the German Eagles 5th Class w/Swords - Authentic?

Friends -

Very late addition to our catalog and my awards guru is out of action and alas, I'm the paper expert here.

Any opinions on this? The ring is stamped "21" but lacking the "900" I should expect to see. Stitchin and pin on the reverse are fine.

Can anyone assist? Is it a pig or a prize?

Is the fact that there is no "900" stamp on the ring a "deal killer"?
