arm shields same maker?

Your pictures are not very good but from what I can see both shields are original. However there are several Demjansk and <ST1Kuban</ST1 shield made out of metal sheet so you can’t connect them to the same maker just because they are made out of the same material.

As far as I know the maker(s) of both these shields is still unknown.
