      I´d say that´s a good cross, 3rd class 1939 or 5th class 1943. It´s
possible to repair (expensive) but a UV-light will detect a repair.
The price is what you´re willing to pay.

If you inspect the top of the 'fan' area, on either side of the ball fitting, you will find a tiny number stamped. That will tell you if it is a 3rd or 5th class. Because classes changed, over the years, the stamping will be the deciding factor.

I have one of these cased so I checked out the asking prices at the SOS to see what they were going for. A mint cased 3rd or 5th class was about the same in the $1800 to $2000 range. Without the case the prices varied from $400 to $500 for rough ones like yours to $1200 for fresh minty ones. I don't know if anyone was paying these prices, but that was the asking price range. I hope this helps. Good luck!
