KM cap or breast eagle?

It is gilt and measures 95mm in width. The pin is missing, but the 'bottom hook' remains. No hallmarks. What was it used for?

This is the breast eagle used on the white summer tunic. Also sometimes used on the denim bordjacke by U-Boat crews.
