Named/Identifiable German Medal Bars

Hi guys,
Rick Lundström was able to make an amazing ID on this medal bar. The combination of Orders & Decorations is so unusual that you would think it would make an ID fairly easy. However, this guy was a career civil servant and as such, identifications are virtually impossible because they seldom show up in military rank listings and award rolls.
The bar has been identified to Oskar Otto, born in 1873. He was awarded the Saxe-Altenburg Ernestine House Order-Knight's Cross Second Class with Swords on April 6, 1916 while serving as Military Railroad Operations Controller and Lines Commandant in Lüttich.
The Saxon Albert Order Knight's Cross Second Class with Swords was awarded on January 29, 1917 while serving as Operations Controller of Military Railroads Direction 5 in Vilna.
By October 1,1930, he was a Senior Civil Servant with the German National Railways and listed as Operations Controller Railway Direction Essen in 1934. His civil status was equivalent to the rank of Major.
