What is this?

Appears to be some sort of veteran's medal, possibly from Austria (by the ribbon), but is it a fantasy piece patterned after WW1 veteran's crosses, or an actual item from a veterans association?

Hi,
I saw such an already once ( a austrian collector showed it to me)
. I don't think that this is a fantasy piece. It is no offical award, I think it is a medal of a veterans Organistion such as the Österreichische Kameradschaftsbund.
