Pleasey?

Can't see it too well but basically it says that on 18.11.1944 through Assistant Driving Expert Hauptmann Heinze(?) he qualified for the class 1 license (motorcyle).
Appears to be signed by Hauptmann Heinze.

I would say Machine gun as his unit was Maschinengewehr Ersatz Bataillon 14
