What exactly would this be used for??

Friends,
I know this is some kind of HJ book but I'm not sure of its' purpose. I am not interested in its' value but am curious about what it is. It is tiny. Thanks for your help. Robert

It looks like an emergency Ausweis......most probably to show membership to the Hitler Youth and showing his dues stamps!
