Looks like a man from Graz, Austria. No action noted (at least not in these photos), and appears to have two poorly entered (fake) entries for the KVK 2nd & 1st class. Probably an office worker, as Maschinenschreiben (typewriter usage) and stenograph are two of his "work skills" listed. Also a driver's license 4th class.
Worth....for me, maybe $20.

As the man above has pointed out the awards entries are post war,probably to gain more of a pension from a man who sat behind a desk maybe!
20-30 euro tops!

Agree with the price, but I still would not want to have it.
The award entries along with the last promotion are very post war.
