Um, as stated above, it's 7 Sept.

A somewhat less clunky translation would be something like:

"As of 7 Sept 1942, bound to perform 12 years of service and fulfill all duties required in the Waffen SS"

Regarding his tasks :
He probably had administrative duties within the HFVA, which itself
for all men of the Waffen-SS had to take care of tasks like :
pay and allowance, reimbursements, clothing allowance, therapeutic care etc. ...
(sorry, if I didn't use the correct "technical terms".)

The signature is that of SS Ostuf. Gerhard Krüger. Born 13.4.1912, killed in action 12.2.1942 at Lushno. As Chef 2/T.I.R. 3
