I found a useful link about german dog tags.

In the first text part you find information of the period of this dog tag.
Reichsheer: 1919-1933.
This type of dog tag was introduced with an order from 19th may 1932.

I don't now much yet about the Y

It is from the so called "100000 Mann Heer".

The Y+number is a code. That`s all we can say.
