Ausweishülle ID questions

Hello all,

I picked this up some time ago but just getting to it now. It's a small ID case marked Wehrmachtausweis.

Judging by it's size, i'm assuming this was for pre-soldbuch days. As you can see in the picture, it's significantly smaller than the soldbuch.

Does anyone have more information on these? Are they common? Rare?
