Blood group was not always stamped. This typeface is known as "rokas" fake. These were made in masses in late 1990's in St.Petersburg, Russia. The faker is still active although nowadays in Canada.
I agree with Fronti, I have seen this from two sellers claiming to have been found by Stalingrad. The type of font, especially the three is a dead give away for me.
I bought a bunch of rokas fakes in the early 2000's. Some were done with the more common rokas fake typeface, but some with the same as here with this particular tag. However, the typefaces of the numbers and were the same in both types. Only differences in letters. Therefore I have always thought the "normal" rokas fakes as well as these like the tag here are the same.
