      Not really a "police ID", it appears to be an identity card for a salesman or such. Probably to verify he's plying his business, not trying to sell a bunch of black market stuff or something along those lines.

        Georg Sattler was a salesman from Mainz who got permission to have a business in "Korken

        und Kellereiartikel" - cork (bottle pop) and wine cellar articles. You must know Mainz is a town

        in a wine-growing district (Rheine wine).
