    Can anyone tell me if this was a penal unit, of where this unit was stationed? I assume it's a kind of Luftwaffe Field Division unit?

    Yes, it's a penal unit formed in April 1944 in Italy.

      The Luftwaffen Jäger Bataillon z. b. V. 4 in fact was a "probation" unit of the German Luftwaffe in Italy
