Help wanted for this ID / Pass ??

Hi all , can anyone tell me what this ID/Pass is as it is made of a kind of waxy canvass & looks to be for an officer . Any help regarding what type of pass it is & it's rough value would be greatly appreciated .

It is a driving license for Oberleutnant Theodor Rießner.

He qualified for class 3 (car) license. Issued 12.2.1941 by the M/T Replacement Battalion 1 in Prague.

Not a particularly common surname, he does not appear in the list of holders of high awards and he is not listed on the German War Graves site.......

So he is not a German Cross or Knight's Cross holder and potentially he survived the war.
