A very difficult request. Jever was a very busy operational airfield with a constant turnover of units. Before the war and during the early part of the war, the Horstkommandant was usually the Kommandeur of the flying unit stationed there. Unfortunately, I do not know with certainty all of the units that were stationed there in April 1942. Here is the best I can do (note the question mark after two of the names - these two belonged to the Fliegerhorstkommandantur but I do not know if they were the Kommandant):

Jever (GER) (14 km WNW of Wilhelmshaven in Lower Saxony)
Ordered established as a Lw. Fliegerhorstkommandantur by 1 October 1936, although construction began in 1935.
Hptm. Martin Mettig, Kdt. (1 Apr 36 - 30 Sep 36)
Maj. Kuno von Rosen, acting Kdt. (1 Jul 39 - ? )
Maj. Kurt Breitkreuz? (1939 - 13 Jul 42) promoted to Obstlt. 12/42
Maj. Ludwig Grosse? (1939 - 1942) promoted to Obstlt 01.04.42
Oberst Karl Volbehr, Kdt. ( ? - ? ) 1945

As for the senior flying unit at Jever in April 1942, it was probably I./JG 1:

MIX, Dr. Erich. 15.03.40 Hptm. in Stab I./JG 53, appt Kdr. III./JG 2 (to 15.09.40). 22.05.41 Maj./Obstlt., appt Jagdabschnittsführer Holland (to 11.07.41). 09.41 Maj.?, appt Kdr. I./JG 1 (to c. 28.08.42). c. 28.08.42 Obstlt., appt Kommodore JG 1 (to 31.03.43). 22.06.43 (or 01.08.43?) appt Jagdfliegerführer 5 (Paris) (to 02.09.43). 02.09.43 Obstlt., appt Jagdfliegerführer 4 (Lfl. 3) (to 06.09.43). 06.09.43 appt Jagdfliegerführer Bretagne (to 31.08.44). 01.04.44 promo to Oberst.
