Is the 9.10.74 his date of birth? if so i assume he was born in 1874. If not im way off tangent

It looks like 15. Landwehr-J******228;ger-Rgt. If so, then that would be World War I and not World War II. The remainder may be "1. Kp. Nr. 749". But don't take this as the last word until someone who specializes in or knows a lot about WW I takes a look.

Thank you so much for your help. I was told this was WWI. I purchased this item at a bazaar in Russia. Now, I have to wonder how in the world did this tag get to Russia.

This is indeed a WW1 Tag, Germany declared war on Russia on August 1, 1914, And the first major battle occured on the 17th (the battle of Stalluponen) There are 7 other major battles fought until Russia pulled out of the war during the Communist Revolution. So that's most likely how the tag got there. Or it was bought elsewhere and sold on the antiquities market.

9.10.1874 is his birthday (October 9th)
The first line is his name, the second is his hometown
The rest is his unit info and the number is his personnel number.
