I would have expected a seperate entry, however there is a possibility that it is correct.....personally I doubt it!
I have seen this before somewhere...what I remember is the Merkblatt on poisonous plants!!!

Is this a LW Soldbuch to an OR who was stationed in Norway? IMHO, the award entry in question is for the EKII only. From the excellent scans you provided of the award entry it can be readily seen that the EKI is done in a seperate and different colored ink. I would pass on it. Did you already buy it? If so, could you please say from whom?
I have a LW Soldbuch to an officer who was stationed in Norway during the same time as your man. Interestingly the same poisonous plants illustration is in the back.

That is an interesting EKI question. The many awards you have listed as being in the other Lw Soldbuch sounds nice. IMO, from the awarding of the kvkII and kvkI it is hard to say without knowing the dates and units he was served with during the time the awards were given. If at all possible you could please provide a scan of his service page which may help possibly explain why he was not issued the EKI. Prior awards were many times a factor, but not in every case. From just the information given it is possible that during the period of the kvkII and kvkI he had been assigned from a combat role and into one of support.
