IMO it's certanly not 23. Reasons;
- 23 had a lot straghter arms on the frame.
- 23 did not have a S&L based frame, but this one here has.
- The core has nothing to do with 23 or Meybauer.
It might look like a flaw similiar on 23's, but the frame is far froman 23 frame.
IMO we have a W&H here, based on the reasons I stated in my previous post.

I am not 100% certain is it W&H, but there are characteristics I tend to see on them, shallow reverse date, the frosting, the matte paint, a bit rounder innercorners than usually on S&L based frames etc.
I think it's potentially W&H,
S&L based cross for sure.

IMO Daniel is right - it's W&H (=109)
For us, unfortunately, the execution crosses W&H are characterized by a large discrepancy and large variations in quality.
But some features are immutable
- the shape of the frame with typical flaws,
- the shape of the upper right arm of the swaz
- isolated digits in the date 1813, which is usually almost touches the bottom of the frame.
