KVK 2de class with strange packet?

Can anyone help me ID the maker on this packet ? There was KVK with this packet.
Interesting for me, because I have never seen/heard from this maker !

Packet looks ok, but it's not for a KVK. Normally You see annexation medals go with this kind of plain packets.

Must be a scarce packet, I have never heard of the company !
