DKiS awarding document from 04/1945

I got a little group today, containing an bwb award document, and a receipt of a telex which says, that Model awarded the german cross in silver to the officer.
Do complete award lists exist for this rarer award? And is he listet there?
Was Model authorized to award a DK?
I guess, some very late awards are probably not listed at the official lists.
