They look like post war Steinhauers to me.

Are the cores non magnetic?

You really can't tell much from these photos except that they both appear to be "B" types (with the 6-9 "bridge"). Beyond that, you'd have to have them in hand to study the way they were finished, type of frosting, etc. The "accoutrements" (ribbon, Oaks) are either distorted by the flash on the camera or are not anything which came from S&L, and at this point are just distractions in looking at the crosses.
