I'm curious on one point... would they have a frosted finish from S&L? I don't rsee a frosted finish and just wondered if it has be worn/cleaned off or if they just didn't have one.

No idea Richard, close to mint condition and it does not seem to have been cleaned. I bet Jon knows about S&L Spange frosting.

all I know is that I've seen some with, some without. Not sure if it's different techniques, some lasting more than others, wear and tear, never applied, or something else... (probably all the above!)

Thanks for your view point. It looks to me S&L did not always apply frosting. This is interesting especially as this is a tombac piece. This also fits in with the L/16 oakleaves that would appear to have exactly the same type of finish (or lack of, depending on your point of view)
