These are German sailors being presented the iron cross second class. The attachment method is not unusual.Comment

I agree with the above, the ribbons are tucked into a 'spare' buttonhole without a button to hold the ribbon in place, they looked as though they have been tied in place. I guess it was up to the individual presenting officer how they tied the ribbon, some might just stuff it into a button hole and move on quickly, this officer might have stopped to talk to each recipient for longer and made a nicer job of the ribbon.Originally posted by Mark Stevens View PostComment

Look at the picture closer and all is very plain to see.
As mentioned above, these guys are German and they are sailors in the service of the KM.
The 'tie' for the EKII ribbon is easier to do that tying ones shoes and takes less time. Please remember these guys are sailors and have a working knowledge of knots, hitches and loops, etc.
