That's a bad one, I'm afraid. The traits to look for are the uneven spaces between the eagle's head and the wings and the way the lower feathers of the wings are asymmetrical. Also note the particularly long "tail" on the top of the "1".
I've seen this particular Spange marked both "21" and "L/4", the latter being a completely bogus mark.GeorgeComment
