It does NOT match the 21 on file in the WA homepage section.
Can you get a good closeup of the maker mark on the ring? Maybe it's something else.

Look slike a "40" to me. The three on the back matches and the frame/beading is similiar. One problem though, I don't see a hump near the ring.

21 is the marking for Gebr. Godet & Co. Berlin. The piece in question does not look like a cross from that maker.
