      EK2-1939 looks like K&Q (=65)

Is this plausible? Having 2 EK2s on one bar?

It is not plausible at all. That is why the Spange was introduced. Ergo: EK2 of 1914 plus Spange of 1939.

I have no idea. Could be a mistake by somebody woh didn't know the regulations, could be a post-war fabrication.
